Impish thought: would the cost of the increased number of overdues caused by
borrowers trying to avoid the surcharge for early morning mail be balanced
out by the fines income? I expect some enterprising soul's already mocked up
a "Borrow over 200 books a week and we'll undertake to send you 20 notices a
day" promotion. (-:
