Yahoo groups is horrible, I didn't realise you had to login to see
the archive, the plan it to move the list to the W3C.

Nothing. I was thinking that perhaps something could be done without
introducing an additional element, but if that is necessary for
format then I guess it can also be done for spatial.
I suppose I should then add a section on Subgect qualifiers to be
consistent!
