United Nations Environment and Development - UK Committee, in
collaboration with Birmingham City Council, is pleased to announce its
latest National Conference on the UK Preparations for Earth Summit 2002

JOHANNESBURG AND BACK
Preparation and Implementation of Earth Summit 2002
Tuesday 16th July, 10am-5.30pm, The International Convention Centre,
Birmingham

Introduction
Earth Summit 2002 - the United Nations World Summit on Sustainable
Development - to be hosted by the city of Johannesburg South Africa in
August, will be the highest-profile international event in which Civil
Society makes a significant contribution to the blueprint for a
sustainable world and will be partner to its outcomes.  Six weeks before
Prime Minister Tony Blair and other world leaders meet in Johannesburg,
this conference looks at the Summit's implications for the United
Kingdom.

The Aim
Bringing together Ministers and representatives from all stakeholder
groups, the day considers both what has preceded and what is likely to
follow Earth Summit 2002.  The morning traces UK Preparations for Earth
Summit 2002.  The afternoon looks beyond Johannesburg, at the framework
agreed for the implementation of Summit outcomes and at what this will
mean for UK stakeholders.

The event is also a celebration of what has been achieved since the 1992
Rio Earth Summit, in widening the understanding of environmental and
development issues.  Birmingham is the only city twinned with
Johannesburg, and is therefore the ideal setting to convene groups from
all over the British Isles for this review of Earth Summit preparations,
and preview of post-Johannesburg action.

How have the UK Government, Devolved Administrations, and Civil Society
been contributing to UK Preparations for Earth Summit 2002?
What are the likely outcomes of the Johannesburg Summit?
How will the Johannesburg outcomes be implemented?
What are the respective roles of different stakeholders in
implementation?
How can stakeholders contribute meaningfully and effectively?

The Day
Ministers from the Northern Ireland Assembly, Scottish Executive, Welsh
Assembly and the UK Department of Environment, Food and Rural Affairs
will share a platform for the first time.  They will outline their
contributions to Earth Summit 2002 preparations throughout the UK.  In
parallel, and for the first time, UK civil society will report on its
contributions.

The event will also report on the final global preparatory meeting for
the Summit in Indonesia, May 24 to June 7.  UK delegates from that
meeting will report on its outcomes.  Workshops showcasing examples of
current UK initiatives will follow, and provide an opportunity to
discuss how local and regional UK stakeholders might take part in
implementing the Johannesburg plan of action.

The concluding debate considers where responsibility lies for putting
the Summit into action. The relative importance of Government commitment
verses voluntary stakeholder initiatives has been highly contested
internationally, within the UN system, and in the UK.  Questions and
comments on how the Summit can be most effectively implemented - and by
whom - will be put to a multi-stakeholder panel.

The Speakers
Speakers will include Ministers from the Northern Ireland Assembly, the
Scottish Executive, the Welsh Assembly & the UK Department of
Environment, Food & Rural Affairs.

Director New Economics Foundation), Chris Spray* (Environment Director
Northumbrian Water), Andrew Clark (National Farmers Union), Tracy
Sortwell (Chairman of Public Affairs National Federation of Women's
Institutes) & Stewart Stacey (Cabinet Member for Sustainable
Development, Birmingham City Council)
