This is obviously a common concern as exactly the same issues have been raised in Bucks where we are preparing an HLF bid. It seems to me that there are good arguments in favour of giving at 6 figure NGRs for most sites. Much of this information is published anyway - in the EH schedule and in journals held in local libraries for example. Sure, a few sites might be damaged by irresponsible persons but how many are damaged through ignorance or lack of interest at present? If landowners and local people are more aware of their heritage then the overall balance sheet may well be positive even if a few sites do suffer. Its a very difficult call - the cautious strategy is to leave out NGRs but if we genuinly want community ownership of archaeological conservation we may need to be braver. Some research on this relationship would be highly desirable.
