Regional Government in England: The White Paper

Economics Seminar Group
Hosted by the Centre for Urban and Regional Development Studies
(CURDS), University of Newcastle Upon Tyne
BACKGROUND
The process of devolution in the UK has proceeded apace since 1997
with the creation of devolved political settlements in Scotland,
Wales, Northern Ireland and London. The recent development of the
Government's White Paper on Regional Government in England moves to
address the so-called English Question - the missing and arguably
largest piece in the UK's devolution jigsaw.
Together, the CURDS -Regional Governance Group, the RSA and the ESRC
Urban and Regional Economics Seminar Series are organising a joint
seminar to discuss the implications of the White Paper. The seminar
will be hosted by CURDS which is located in the North East region of
England and is widely considered to be the furthest down the track
toward regional government. It is the 'First English Region' in the
North East Regional Assembly's view.
The purpose of the seminar is to bring together academics, policy
makers and opinion formers to address the implications of the White
Paper for regional government in England:
Are the powers and functions designated in the White Paper appropriate
for the English regions?
What are the appropriate electoral systems for regional assemblies?
What are the next steps in the English regions?
The event will be chaired by Rt. Hon. Joyce Quin, MP, former Minister
of State and visiting professor in CURDS.
