My view is that perhaps a better way to have done it would have been
to offer the book for review through EGRG, and then a peer review
could have either been published on the list or on the web-site.
Looking at its web-site, though, Blackburn Press does seem like an
interesting operation: they claim to bring out of print books back
into publication. I think this is quite an interesting idea and
could be quite a useful service, although like all these things it
does depend on the way it is used in practice. There are some books
that might be better out of print, and the way a book is brought back
into print, with the inclusion of commentary and review within the
text, is quite important.
