Public sector organisations aim to involve communities - often with limited
time and resources.

The Social Action Research Project (S.A.R.P) releases the capacity of
organisations and communities to work in equal partnership. It is developing
ways of promoting health, looks at the concept of social capital and the
importance of shared learning.

We are planning an interactive and lively conference to share our learning
and practical experience which will involve:

WORKSHOP INFORMATION
All delegates to attend one Session A Workshop followed by one Session B
Workshop

WORKSHOP 1 - Sure Start                                 Led by Breastmates
How do you encourage a new mother to breast feed when she has only seen
babies fed by bottle? How do you enable mothers to continue when they have
problems, which could have been avoided or solved if they were better
supported? Sure Start, which aims to provide the best possible start in life
for babies and young children, has pioneered a major Breast Feeding Project
to tackle these problems, in partnership with Salford Primary Care Trust. It
involves experienced health professionals training a group of mothers in
techniques and management of breast feeding. The mothers - who call
themselves 'Breastmates' - are now able to help support other mums in and
around the area where they live and work - chatting at the school gate, down
at the shops or in the local mother and toddler groups.

WORKSHOP 2 - Communities that Care                              Led by Mary Rolfe
Communities that Care is a new kind of prevention programme that confronts
the disillusion and pessimism felt in disadvantaged, high crime
neighbourhoods. This long-term programme targets four of the most important
problem behaviours that damage people's lives and the communities in which
they live - youth crime; drug abuse; school age pregnancy & sexually
transmitted diseases; and school failure. The programme has been operating
in Seedley and Langworthy since December 1999.

WORKSHOP 3 - Social Entrepreneurs                               Led by Chris Dabbs
The Salford Social Entrepreneurs Programme is the first of its type anywhere
in the UK. A small group of 'community sparkplugs' experience a 'learning by
doing' programme over a whole year to increase their confidence, capacity
and skills to tackle issues in their own communities. The programme offers a
variety of challenges and support to bring about practical involvement
through both personal and project development towards sustainable community
enterprise.  The workshop will explore this approach to supporting
individuals and its impact on both local people and agencies.

WORKSHOP 4 - Action Learning as a process for change            Led by Steve Young
The Revans Institute offers support for local people, or those with a role
in facilitating community development through a process of action learning.
Action Learning can develop your skills to work in partnership with others.
The process involves working in small groups - 'sets' - which consist of
five or six people who have agreed to meet on a regular basis. Come and
listen to how using an action learning approach and working in an action
learning set has made a difference to local people in their community.

WORKSHOP 5 - Community Strategy                         Led by Steve Thompson
Salford's Community Strategy is aimed at encouraging Community participation
and supporting Community activity. It is based on the belief that an active
community is a healthy community. There are two main strands to the
strategy: 1) To support community groups through providing access to various
grants and using the City Council's assets i.e. staff, buildings, equipment
etc. to enable communities to realise their full potential and 2) To enable
community participation through the City's nine Community Committees and
their development of their own local Community Action Plans.

WORKSHOP 6 - Salford Money Line                         Led by Mike Whitnall
& Joyce Fitzpatrick
Salford Money Line is now established as Salford's independent loan company,
delivering a range of personal and business loans. Partnerships across the
public, private and voluntary sector allow us to 'add value', provide
tangible financial support and act as a signpost to other support and
advisory services. The workshop will look at Jam Jars,  community finance
and regeneration.

WORKSHOP 7 - Capacity Releasing Strategy                        Led by Dizy Martin
& Gerry Stone
Salford has developed a Capacity Releasing Strategy, which is not just about
building the capacity of the community. The workshop will explain how the
agencies, organisations, staff and residents of the Salford Partnership aim
to work and learn together about what works in involving people in
decision-making. The strategy is about 'releasing' the capacity of its most
valuable resource - its people - and enabling them to maker the changes
necessary in their organisations.

WORKSHOP 8 - Nottingham SARP                            Led by Beryl Whitehead
                                                                Thilo Boeck & Jennie Fleming
Nottingham Social Action Research Project is the sister project to Salford
SARP. Both were funded by the Health Development Agency to understand and
establish the existence of social capital. Nottingham Social Action Research
Project has worked with local workers and people to develop and evaluate
social capital in the Nottingham area.

WORKSHOP 9 - Health Development Agency                  Led by Anthony Morgan
Learning from Social Action Research, the HDA and before that the Health
Education Authority, funded two major Social Action Research Projects at
Salford and Nottingham. This workshop considers the lessons learned from the
projects and emergent methodology.

WORKSHOP 10 - Salford SARP                      Led by Dr Chrissie Pickin
Anne-Marie Pickup
& Owen Gillicker
Salford Social Action Research Project was established to explore how
effective community involvement in public policy making and implementation
and in public service planning and delivery could be promoted. SARP explored
through action the strength of social relations, civic engagement and other
collective processes within and between communities forming a powerful
collective resource that may have an effect on community health and well
being.

WORKSHOP 11 - Salford Local Strategic Partnership               Led by Sheila Murtagh
& Joyce Marsden
Salford's Local Strategic Partnership was launched in November 2001 building
on the existing Salford Partnership established in 1994 to bid for
regeneration funding (SRB1). It has subsequently been successful in gaining
major external funds including SRB (1,2,3 and 5) and £52m for New Deal for
Communities. It has also actively supported and developed local partnerships
working across a whole range of organisations. The Partnership was selected
as a 'pathfinder' by the Local Government Association to test new approaches
to regeneration in 1998. It has regularly reviewed its role, resulting in
reduction in size from 46 to 16 organisations and inclusion of community
reps, as well as existing public, private, voluntary and faith sector reps
in response to LSP Guidance. The partnership has a dedicated support team
that includes a number of secondees (from NHS, Benefits Agency, Employment
Services and the community sector). Over the last seven years a lot of
lessons have been learned, which may be of interest to newer Partnerships.

WORKSHOP 12 - Participatory Appraisal           Led by Sue Hinder,
Mike Gaughran
& Rachel Worthington
Community participation is vital if local people are to take a leading role
in the process of regeneration
and to ensure lasting improvements after the physical regeneration process
is complete. Salford's New
Deal for Communities Delivery Plan was developed using a team of
Participatory Appraisal Workers.
The team has been retained and extended as an integral part of the NDC
Delivery Team and they have a
critical role on the ground in ensuring that projects are being implemented
and are delivering what the
Community wants and needs.

THE SPEAKERS
Hazel Blears MP
Hazel was born and brought up in Salford and had a dual career as a Senior
Solicitor and a North West Councillor and was Chair of the Salford Community
Health Council from 1992-96. She was elected as the Member of Parliament for
Salford in May 1997. She was PPS for Rt Hon Alan Milburn when he was
Minister of State at the Health Department in 1998 and when he was Chief
Secretary at the Treasury between January and October 1999. Hazel was
appointed Parliamentary Under Secretary of State for Health in June 2001.

David Colin-Thome OBE, MBBS, FRCGP, MFPHM, MHSM
Newcastle University Graduate and General Practitioner since 1971 in
Runcorn. Part-time General Practitioner since 1994. National Clinical
Director for Primary Care. Primary Care Adviser - London R.O. Honorary
Fellow of the Manchester Centre for Healthcare Management at Manchester
University.

Bill Espie
Bill Espie is the Project Director of the NELM Development Trust - the New
Deal for Communities project in Norwich tasked with the ten-year
regeneration of an inner city area.  The project is one of the most
community led projects within NDC with over 30 projects already launched
ranging across the full spectrum of regeneration activities. Bill spent over
20 years in the Armed Forces mainly on anti-terrorist operations. He spent
time in the NHS from 1990 - 93 in Training and Education and successfully
privatised this function for a District Health Authority.  Since then he has
operated as the managing consultant of a public services consultancy dealing
mainly with Mental Health and Social Services. His presentation - Icebergs
and Deckchairs - reflects his work in Norwich,  the insights gained on both
statutory agencies and community over the last two and a half years and the
changes that will be needed for successful Neighbourhood Management.

Councillor John Merry
Councillor Merry is Deputy Leader of Salford City Council and Lead Member
for Community and Strategy Issues, and has particular interest and
involvement in the SARP project.

Dr Chrissie Pickin
Dr Chrissie Pickin was the original project director of the Salford Social
Action Research Project and chaired the multi-agency steering group until
June 2001.  She was Director of Public Health for Salford and Trafford
Health Authority from 1996 until 2001.  During this time she was seconded
part time to Salford University where she worked on many research and
development projects to raise awareness about how to tackle health
inequalities effectively. One of these was the Strategic Action for Healthy
Communities (SAPHC) project looking at why public sector organisations find
it difficult to work in equal partnership with communities.  For findings
see final report from King's Fund "What's to stop us?  Overcoming barriers
to public sector engagement with local communities". She now works for the
Eastern Regional Office of the Department of Health.

Jennie Popay
Jennie Popay has been a member of the SARP steering group since it was
established in 1998 initially representing the University of Salford.  She
has had lead responsibility for the local research conducted within SARP
including surveys in each of the four SARP localities and qualitative
research into why people are reluctant to get involved in local social
action.  Her research interests include social inequalities in health and
the significance of lay expert knowledge for health and social policy and
practice.  She returned to Salford, where she was born, after 20 years
working in London and teaching in East Africa. She has recently taken up a
Chair in Sociology and Public health at Lancaster University. She was
previously Professor of Sociology and Health Policy in the Nuffield
Institute for Health at Leeds University prior to which she was Professor of
Sociology and Community Health at Salford University and Director of the
Institute for Public Health Research, which she established in 1991. She has
directed an extensive programme of work within the National Primary Care R&D
Centre and has had significant research funding from the ESRC, the MRC and
various charitable sources. She has recently been appointed to the National
Commission for Health Improvement and has been a non-executive director of
an NHS Trust.

Keith Proctor
Keith Proctor is the founding Co-ordinator of REGENERATE - the Community-Led
Estate Regeneration Service.  Keith edited an inspiring handbook on
Community-Led Regeneration which has sold over 12,000 copies.  It is packed
full of practical advice for residents by residents.  It features 5 success
stories of Estate Regeneration in Plymouth, London, Liverpool, Walsall and
Bradford, written by resident leaders with first hand experience of
transforming their Estate.  There is also simple to follow guidance by
experienced professional and voluntary experts on key issues e.g. rural
regeneration, legal, design, funding, management, New Deal for Communities,
partnerships, crime, drugs, jobs, family and faith. REGENERATE provides
travel grants for residents to visit "Beacon Estates", and help for
residents in improving their Estates.  It is a charity project funded by the
Housing Corporation, Neighbourhood Renewal Unit and various Trusts. Keith
believes that residents are not the problem but the key to the solution.

Chris Wells
Chris retired as Divisional Commander - Salford Division - of the Greater
Manchester Police in September 2001 after 36 years service.  Prior to his
position in Salford, he was Divisional Commander of the Bury Division of the
Greater Manchester Police. The last 4 years of his service as Divisional
Commander saw him involved in a wide range of activities concerning
Regeneration Projects and social issues in the city. As the Divisional
Commander he had responsibility for a total of 600 staff.  He was the joint
Chair of the Crime and Disorder Executive Partnership Group for Crime and
Disorder Reduction and Chair of the Salford Drug Action Team.  He had
specific involvement in Regeneration Projects in Seedley and Langworthy,
Cheetham and Broughton and Chapel Street.  He is also a member of the
Council of the University of Salford.

SITE VISITS
The site visits are an opportunity to see at first hand some of the
community projects in Salford, and to talk to members of the community about
how the project impacts on their lives.

VISIT 1 - Seedley & Langworthy Regeneration area tour and visits to the
Langworthy Cornerstone and Seedley and Langworthy Initiative (SALI)
A visit to the Seedley and Langworthy regeneration area followed by a tour
round the new community building in Seedley and Langworthy, completed in
2001 and funded by Salford and Trafford Primary Care Trust and the Sure
Start project. This innovative building is now a base for the Sure Start
Project, and the local SRB5 team. It provides a range of health care
facilities including family planning, Young Persons Sexual Health Clinic,
and other community activities including a creche, IT training, alternative
therapies and much more. Seedley and Langworthy Initiative (SALI) is a
community shop situated on the main street of the local regeneration area.
It offers a comprehensive advice and assistance service to the local
community who are also involved in producing a newsletter and a range of
training.

VISIT 2 - Chapel Street regeneration area tour and visit to the Angel
Healthy Living Centre
A visit to the Chapel Street regeneration area followed by the Angel Healthy
Living Centre, which offers a range of facilities for the local community.
One-to-one services include diet and nutritional advice, chiropody,
counselling, smoking cessation advice, treatment for sports injuries and
complementary therapies. Group relaxation and exercise sessions include
relaxation, confidence building, anger management, a laughter club, belly
dancing and 'pamper' afternoons. The centre also features a Tiny Tots
playgroup, and a café serving wholesome home-cooked food.

VISIT 3 - New Deal for Communities area tour and visits to CREST and Comps
PC Project
Tour of the New Deal for Communities areas of Charlestown and Kersal. Visit
to CREST, a community resource centre for local people run mainly by
volunteers from the community providing a wide range of information and
advice.  Training courses and workshops are available plus the opportunity
to use computers, email, internet, photocopying, pay phone etc. The Centre
is a drop-off point for the Salford Advertiser newspaper and provides a
distribution facility for the local community for newsletter, leaflets etc.
The Centre also acts as an access point for information about New Deal for
Communities. Also included in the tour is a visit to Comps PC, a nearby
computer learning project.

VISIT 4 - Little Hulton regeneration tour and visit to several projects at
the One Stop Shop
A tour of the Little Hulton regeneration area followed by a visit to the One
Stop Shop which offers a partnership approach to assisting the local
community.  Local authority and Health authority services can be accessed
here in a way which strengthens and sustains the local regeneration process.
Local groups meet here and are given assistance to access funding.
Alternative health treatments and IT training are also available. The visit
will highlight community projects including Kenyon Residents, St Paul's Peel
Parish Hall, Peel United Football Club and ADHD (Attention Deficit
Hyperactivity Disorder Group).
