For the symbolism of the 2 swords, see Lc 22, 38 : "... at illi dixerunt
Domine ecce gladii duo hic at ille dixit eis satis est".
For the medieval decretists, "satis est" (that's enough) means, on the
contrary : "the two swords are needed " to rule the world, so for Gelasius
the respublica christiana must be ruled by the pope with the emperor.
