Has he tried DCW? It can be downloaded from http://www.maproom.psu.edu/dcw/dcw_about.shtml
The DCW is derived from ONC data.

Hello Ken,
I want a modern map. But the modern maps, which I found, have only the scale
1:1.000.000 or more. The best map in a great scale was 1:250.000 from the US
Army Navy Map Service. I found this map in the Bavarian State Library in
Munich. It is from the year 1960.
My idea was there must be also maps in this great scale or better from the
UK government. I hope there exist topographical maps from this territory.
My test area lies between 21° and 22° north and 89° and 90° east. It
includes the city Khulna in the southwest from Bangladesh, parts form the
mangrove and the Ghanges Delta.
But I have no idea where I can search, buy or copy this old maps. It would
be a great help, if I know, for what old map series I must be search.
If you know where I can also buy a modern map from this territory, I am
being happy.
I have testing also the ONC (Operational Navigation Chart) 1:1.000.000 and
TPC (Tactical Pilotage Chart) 1:500.000. But these maps has not many details
from the ground. I have testing the Russian General Maps (1:200.000) but
this map was also not so good.
