It is not a matter of making someone aware of problems.  The
list I mentioned contains experts on *all* aspects of I18N.
Chris may be able to get useful advice there.

The W3C I18N Activity (of which the www-international mailing
list is one small part) is responsible for all I18N issues
arising in the W3C.  As I18N, just like Accessibility, crosses
all other disciplines, it is referred to, within the W3C, as
a horizontal Activity.

I don't know whether the matter needs to be raised with
Semantic Web or RDF Core people.  I haven't studied it closely
enough to venture an opinion.

As a matter of interest, the I18N WG will be meeting with the
RDF Core WG on Tuesday 26 February, at the W3C Plenary meeting,
to discuss certain I18N issues related to RDF.
