The EOR schema is not a DCMI schema. It is used by the DC schemas because
it defines terms that are useful for specifying administrative metadata
about the schemas themselves. It does not define any DCMI terms.
I am forwarding this to the architecture WG as this is an architecture
issue.

What DCMI documentation defines this "eor" namespace?
