Hello,
In Japan, most welfare services are provided based on the grade of
the identification. Therefore, huge discrepancies arises between those who
have it and those who do not.
Moreover Disadvantages emerge in every day interpersonal relationships as well
as in provision of social services. First of all,the difficuties of the disabled
who has the identification are easily understood.They can attribute an
impossibility to their own disability or the environment. However, if the
"disabled" person do not have the identification, they will be unable to do so.
Their trobules will be contempted as nothing special though they are
very severe for themselves.
These topics are always discussed on our "mild" disability listserve
which I started three years ago. Some subscribers hold the identification,but,
the others not.
