In Derbyshire's Care and Housing Charter ( jointly
published by Social Services Health and Housing)
maintianing the "quality of life" is priority level 6
I am told that only priority level 4: "The service
would would prevent the health of the person or their
carer deteriorating" is being acted on , so the
definition of quality of life could be seen as having
little relevance. I don't know how the services under
the CSDPA would fit in this model, like access to
libaries, holidays and recreation.
In health economics I'm sure I've heard of something
called the QUAL unit, used to calculate the number of
extra years of life at a certain "quality" that an
intervention is expected to produce. I think it is a
safe bet to assume that "quality" here approximates to
"independent" or even 'able bodied" life.
