Mosby aren't alone with this. University of Chicago Press also ask ( or did - I haven't checked for a while) that access be restricted to the building where the print journal is housed.
We've had to forgo free access to our UoCP journals because of this as we can't arrange it technically. They were willing to allow us uni wide access in exchange for two years no cancellations but this was a no go as far as we were concerned. Furthermore there was no remote access. The reason they gave for all of this was something to do with protecting the Societies whose journals they published!!! I didn't really understand the argument but it took us 18months of negotiations to reach the situation described above!!!!
