Post: GIS Officer (Analyst/Programmer)

Location: Bangor
Starting salary: up to £18,000
Status: Permanent

To be considered for this post you will need a degree, post-graduate or
higher educational qualification in GIS or a related subject. A minimum of
2 years professional IT experience; at least 1 years experience of using
MapInfo; programming experience. The ability to speak Welsh is not
essential for this post. However appointees learning or wishing to learn
Welsh will receive full support from CCW.

Starting salary: £14,000 to £15,400
Status: Fixed Term Appointments until Sept 2002
To be considered for these posts you will need at least 1 years
professional IT experience, and 1 years experience of using GIS software
package and some experience of using MapInfo. A competence in the use of
maps with an appreciation of cartographic design principals is also
essential. The ability to speak Welsh is not essential for these posts.

BACKGROUND

The Countryside Council for Wales is the statutory adviser to government on
sustaining natural beauty, wildlife and the opportunity for outdoor
enjoyment throughout Wales and its inshore waters.  With English Nature and
Scottish Natural Heritage, CCW delivers its statutory responsibilities for
Great Britain as a whole, and internationally, through the Joint Nature
Conservation Committee.

The Countryside Council for Wales has a Geographic Information Unit (GIU)
within its Information Management Group. The GIU team is responsible for
capturing, processing and analysing a wide range of environmental data sets
and for developing Geographic Information System (GIS) solutions to support
the work of CCW’s scientific and Area staff. The team is also responsible
for the production of maps for protected sites in Wales.

The post holder will be expected to work with other team members, IM Group
staff and users to develop and support GIS within CCW.

The post will be based at CCW’s headquarters in Bangor. This is an
important post in a busy section.

DUTIES AND RESPONSIBILITIES

The job involves:

1       Daily use, management and development of CCW’s GIS systems
2 Undertaking GIS database development and GIS integration with CCW’s
other corporate systems.
3 Undertaking analysis and processing of environmental data.
4 Providing technical support, advice and training to GIS users in HQ
and CCW’s Area offices.

As part of the GIU team and depending on the post holder’s skills and
experience the post holder’s responsibilities will include some or all of
the following:

1 Undertaking GIS database development work.
2 Undertaking GIS application development work using MapBasic or
other appropriate programming languages.
3 Analysing and manipulating environmental geographic data sets.
4 Handling Ordnance Survey map libraries
5 Providing data handling support including loading, checking and
distributing data sets to users.
6 Writing GIS specifications and managing data capture contracts
7 Handling enquiries from users and other staff.
8 Providing technical advice and guidance to users.
9 Training users in MapInfo GIS software.
10 Helping to install, configure and test GIS software for PC desktop
GIS.
11 Liasing with hardware, software and data suppliers.
12 Helping to implement CCW information management strategy.

SELECTION CRITERIA/COMPETENCIES

To be considered for this post you will need to demonstrate on your
application form the following qualifications, skills and experience:-

Essential:

1 A degree, post-graduate or higher  educational qualification in GIS
or a related subject together with proven experience of MapInfo.
2 A minimum of 2 years professional IT experience.
3 At least 1 year’s experience of using MapInfo GIS, including 6
months proven experience developing its use.
4 Programming experience.
5 Experience of Operating systems: Windows NT/95.
6 A full, clean, current driver’s licence.
7 Experience of working within a team.
8 Good interpersonal skills.

Desirable:

1 Experience of GIS developer languages e.g. MapBasic, MapX,
MapExtreme
2 Experience of other programming languages: Visual Basic, Delphi,
Visual C.
3 Experience of Databases: Oracle, MS Access
4 Experience of HTML and web development.
5 Familiarity with Novell Netware client.
6 An understanding of systems analysis and design.
7 Familiarity with project planning techniques.
8 Familiarity with image handling techniques and software

If selected, you will be expected to demonstrate at interview your:

1 Interpersonal skills.
2 Experience of working in a team environment
3 Analytical and problem solving skills.
4 Initiative, enthusiasm and flexibility.
5 Technical competency.

WELSH CATEGORY

The ability to speak Welsh is not essential for this post.  However
appointees learning or wishing to learn Welsh will receive full support
from CCW.

SALARY

The starting salary will be up to £18,000 per annum depending on range of
skills and length of experience.  The Countryside Council for Wales offers
a non-contributory pension scheme.

The Countryside Council for Wales operates a flexible working system.
Annual leave allowance is  25 days with pay per annum, plus 11 days paid
public and privilege holidays. After 6 years service, annual leave
entitlement rises to 30 days.

STATUS

This is a permanent, pensionable full-time appointment. CCW offers a non-
contributory pension scheme.

PURPOSE

The purpose of this post is to provide map production support for the
Special Area of Conservation (SAC) project. This is a programme of work to
define new and extended SACs in Wales for European designation.

The post holder will be expected to work with other team members, IMG staff
and CCW staff involved in the SAC project.

The post will be based at CCW’s headquarters in Bangor.

DUTIES AND RESPONSIBILITIES

The job involves:

1 daily management and operation of CCW’s GIS systems for SAC project
map production;
2 undertaking data capture, analysis and processing of SAC
environmental data;
3 liaising with CCW Area and HQ SAC project staff.

As part of the GIU team and depending on the post holder’s skills and
experience the post holder’s responsibilities will include some or all of
the following:

· undertaking data capture using MapInfo GIS;
· analysing and manipulating environmental geographic data sets;
· using MapInfo GIS for map production work;
· using Ordnance Survey map libraries and aerial photography;
· liaising with our external (call-off) contractor for data capture
work;
· providing data handling support including loading, checking and
supplying data sets to internal users;
· handling enquiries from staff involved in the SAC project;
· providing technical advice and guidance to staff involved in the
SAC project;
· project planning for map production work.

SELECTION CRITERIA/COMPETENCIES

To be considered for this post you will need to demonstrate on your
application form the following qualifications, skills and experience:-

Essential:

1 A minimum of one years professional IT experience.
2 At least one year’s experience of using a leading GIS software
package and some experience of using MapInfo GIS.
3 Competence in the use of maps with an appreciation of cartographic
design principles.
4 Experience of map production: data capture (digitising), map
creation and map output.
5 Experience of using Microsoft Windows operating systems: Windows
95, 98 or NT.
6 Experience of using standard desktop office software (eg Microsoft
Office); in particular the use of spreadsheets (eg Microsoft Excel).
7 Attention to detail in all aspects of work.
8 A current UK car driving licence.
9 Experience of working within a team.
10 Good interpersonal skills.

Desirable:

1 A further or higher education qualification in GIS, cartography or
a related subject.
2 Experience of using MapInfo GIS for map production.
3 Experience of using aerial photography (hard copy and electronic
form) in map production.
4 Experience of databases (e.g., Microsoft Access).
5 Familiarity with Novell NetWare client software.
6 Familiarity with project planning techniques.
7. An awareness of CCW’s conservation role.

If selected, you will be expected to demonstrate at interview your:-

1. Knowledge of GIS and cartographic principles.
2. Interpersonal skills.
3. Experience of working in a team environment.

The starting salary will be £14,000 to £15,400 a year depending on
qualifications and experience.

Both posts are full time, fixed-term appointments to 27 September 2002,
with the possibility of a further extension if funding is confirmed. People
