Does your Authority have a computer use policy? If this states "no personal
use" then management should be able to proceed. It might even be in your
Code of Conduct or Staff Handbook - e.g. using council equipment for
personal use is forbidden. I imagine the arguments for and against here are
similar to those for email monitoring.
If this policy exists then I would ask management to announce their
intentions and then give a 1 week amnesty before the checks are made.
