Following the publication of the White Paper in January, work is now
underway to prepare the detailed consultation document to be published in
the autumn.
As part of that process the Executive Committee of ACALG is arranging a
meeting in late April with representatives from ONS and the PRO to address
some of the main issues. Before then, it would be helpful to get the views
of colleagues in local authority archive services, so that we are in a
position to represent their views in our discussions.
The main issues at this stage appear to be: -
1. Do we agree in principle with the transfer of the local registers to
local record offices?
2. Will such transfer cause storage problems?
3. Should the local registers be classed as public records, or should they
be treated as local government records subject to the DETR guidance on s224
of the Local Government Act 1972?
4. Would we accept any restrictions on access to "historic records", apart
from necessary preservation measures to protect the originals?
5. How would we address the question of restricting access to information in
more recent marriage registers which have been available without restriction
hitherto?
