If a bridge is considered the distance is probably short - and thus the level
of service for crossing is considerably higher for walking across, without
having to wait for a vehicle to convey you. Waiting is the greatest
disincentive to pedestrian journeys, as the low top speed means that average
speeds plummet when you stand still - hence jaywalking etc.
If power is available then a travolator might be better option.
