In theory the two should be pretty close, shouldn't they? Otherwise the
timetable doesn't bear much resemblance to reality, and isn't much use to
the customer.

Wow. That lends new meaning to the question "Faster than walking?", since
normal walking speeds are in that range or a bit higher. :-(

It sounds like London needs a lot more bus lanes and other priority measures
(eg. queue jumps) to get the buses out of severe traffic congestion.
