I think this is an important question. Management arrangements that served
libraries well 10-15 years ago when there was a lot of network building to
be done may not be relevant now. I was concerned when I saw that the recent
report from Newcastle just tried to stuff the old management arrangements
into the new structures.
There are areas of the country that still need a strong
regional/confederation lead. There are others where the Trust librarians
are more than capable of deciding their own destinies.
One solution will not fit all. I wouldn't like to see an automatic
assumption that every confederation needs a full-time library adviser.
There may be areas where responsibilities can be split amongst Trust
librarians, which would strengthen their role and ensure that plans were in
line with developments in the Trusts. There is a very real danger with any
advisory posts that they become out-of-touch with what's happening and
what's needed in the Trusts.

Does anyone have clarification of or any comments to make on the role and
jurisdiction of confederation librarians, particularly when a situation
arises when their views differ from those held by the local
librarians/library managers. Does confederation funding of library staff and
resources give confederation librarians the power to impose their decisions
when agreement cannot be reached? We should be grateful for any comments,
especially from library staff and confederation librarians. We apologise
for posting this request "anonymously" - it is unfortunate that this is felt
necessary but it is, and we now need to raise this issue and hope we get
some feedback.
