We have looked at ViewletBuilder at Teesside. It is easy to use, and staff
without many IT skills can create demonstrations quite easily by using
screen shots and adding text. However, the files created are very large and
so may not be suitable for viewing off-campus as they would take too long to
download.
The other plus side is that there is the free version. (There is also a more
advanced version that can be bought).

As promised, here is a brief summary of responses to my question about the
tools/procedures used for creating web materials.
Responses fell into two main camps: those who created documents in Word and
then passed them to others for turning into web pages (as we currently do at
NTU); those who used FrontPage and Dreamweaver themselves and thus
controlled the whole process.
A free piece of software called ViewletBuilder (see http://www.quarbon.com)
was also mentioned - only had a cursory look so far, but seems interesting.
