Last week I posted a message about the potential CHEST agreement for APA
PsycARTICLES and mentioned the lack of (or at least uncertainty about)
archival access. A few personal replies so far suggest the cost (based
on student FTEs) and archival access as problems in some institutions.
I have just checked the American Psychological Association's website and
found a statement on their archiving policy which I did not notice before.

"As a courtesy to customers and users, APA provides all backfiles without
additional fees during the period of time the customer pays for a site
license. If, at a later date, a customer does not renew the site license,
they will retain rights to access all APA full-text journal articles
published from the first actual year through the last year for which they
paid data fees, without paying additional data fees. If the customer
desires access to full-text content files from years prior to the years
in which they paid, APA will make those files available for a fee."
At least the question of archival access has been answered.
