I guess that what you are looking for is the publication "LIMITS OF OCEANS
AND SEAS" - IHO, Special Publication 23, which as far as I know is not
available over the internet.
There are a couple of points to be made as regards this publication,
however. First, a new draft version has been prepared, but its publication
has been withheld hitherto. Secondly, although it does delineate "names for
international bodies of water", these are not 'official'. The publication
includes the following disclaimer:
"The limits described in this publication have been drawn up solely for
hydrographic purposes. It must not be construed as having any legal
or political connotation whatsoever."
