Charles,
Experience in Texas has shown a number of offshore mineral leases
(including state boundaries) have been demarcated with buoys. The
positional tolerance of these markers must take into account that exact
locations are difficult to set on a pitching vessel and that the buoy has a
degree of movement with the wind and currents. Also, buoys and markers can
become navigation hazards if not properly marked and signaled for all
weather conditions and darkness.
