I Couldn't agree more with Towse - I have worked as policy consultant (on a
range of policies but specialising in Drug Policy) and everyone at first
says "why don't we just take and adapt slightly someone elses policy" -
whilst the "things" a policy might include might be common one cannot
underestimate the "process" of bringing together a policy that "belongs" not
only to the organisation staff but also to the users - so consulting with
those that use the service (yes including children!) is central to bringing
together policies.

Sorry to be provocative but I would suggest that while the process of
constructing a policy might be similar - (and there are endless guides
available showing how to do this in house if you don't want to employ a
consultant) - the final policy should be unique to an organisation, its aims
and collections. To suggest a template might be to encourage a dangerous
homogeneity of thinking that would dull creativity and self expression.
In my experience many people come unstuck because they don't, or are not
given the time to, do the initial background work that should inform any
policy and are then in a situation where a document is hurried through and
not necessarily thought through or 'owned' by the rest of the organisation.
