David Thomas says "its [DCAP] role is merely as an Advisory Panel", and Jason says it can be "used as a sounding board and focus group for list owners on candidate terms for lists that have no existing mechanisms".
Hah! I get the message:
Any archaeological term X sponsored by NYCC may go through a variety of non-specified processes. So for example it could
1) go to Professional Body Y (with which neither NYCC or its staff are affiliated) to deliberate for an indefinite amount of time, without communicating its considerations or findings to NYCC before submitting the term to Inscription.
2) go to Advisory Panel Z or Focus Group W which doesn't communicate its ideas to NYCC but sends its views to National Agency A, whose working party meets at intervals that reflect other workloads, to deliberate for an indefinite period of time using procedures which aren't specified, before submitting the term to Inscription.
3) go to Select Officer Committee 1 which has a poor turn-out at its meeting, has a non-resolved argument, and considers things by entirely different criteria and processes than either Professional Body Y or National Agency A, before quietly submitting the term to Inscription.
Why not have a more open and transparent process, such as:
Candidate Term is submitted to Coordinator Bloggs, who then acknowledges date of receipt of consideration of term, and then circulates said term to Professional Body Y, National Agency A, Advisory Panel Z, Select Officer Committee 1, as well as FISH and SMR Forum Discussion Groups for comments and views by a certain date. Coordinator Bloggs then collates said comments and submits candidate term with comments to Inscription Panel and informs consultees of the date the candidate term was submitted to the Inscription Panel. Within two months, Inscription Panel must report on whether the term will be included or not, on what list, and if not then why not and what to do instead. Coordinator Bloggs will then be responsible for informing the originator and consultees either of the Decision or where the Decision can be found.
This is the kind of reporting procedure that is followed elsewhere in local government and administrative circles. Why can't we do something as robust and informative ?
