Why could personal emergency evacuation plans not work for visitors? Surely
all that is needed is a system that works alongside whatever system is used
to record visitors on site. The system would need to ask them relevant
details that enabled a method should emergency evacuation be necessary.
Surely this is only the same as ensuring the persons access requirements. We
feel comfortable about asking people questions that will make their visit
more enjoyable and productive, yet we seem to be reluctant to ask questions
that may be vital if there is an emergency.
I would suggest the bigger problem is the laxness in recording visitors on
site. Certainly on our campus people are free to enter and mingle with
students and staff without ever being asked where they are going,
requirements or intentions. The university wonders why crime is high on
campus and they step up police on duty for 2 weeks at start of semester. But
what happens the rest of the year? Other campuses that I have visited have
tighter visitor control and this would allow visitor emergency egress plans
to be drawn up at point of entry. All that is needed is to ask people what
they needed.
I would be interested in discussing with anyone who has set up a generic
emergency evacuation plan, or personal emergency egress plan (PEEP) as it is
something we are researching into.
