SUMMARY

This week, the Bush administration published the national security strategy
which will guide its 'war on terrorism'. Todd Gitlin, North Americas editor
of www.openDemocracy.net argues that its macho language conceals a profound
deceit.

Words matter. The aggressive Hinduism of India's ruling BJP has fomented or
colluded in appalling violence in Gujarat. But in the first of a regular
column, our South Asia editor, RAJEEV BHARGAVA, finds hope for Indian
democracy in the linguistic and moral force of the country's constitution.

Also from the Indian subcontinent, WENDELL STEAVENSON, author of the
