You will find that batch create courses ignores the default Course
Availability Setting of 'Manage Courses'/'Default Course Buttons' and always
sets the course unavailable.
The Blackboard response to this is:
Summary: Batch created course unavailable by default
Details: Courses created using the Batch create tool are by default
unavailable. This has not always been the case. We have checked the system
tools and overrides and found nothing that should stop them being available.
Can you help us return this feature to it's normal state as problems arising
from this are mounting daily.

Resolution: This feature, in previous versions, did create courses as
available. However, the feature has since been modified to create the
courses as unavailable. What you are experiencing is the intended function
of the software. If you would desire a change in this feature, please
forward your concerns and comments to: [log in to unmask], for
consideration in future versions of our software.
