We too have ongoing problems from a specific middle eastern government.
In these cases we don't have any worthwhile threats or sanctions to
apply, except to stop accepting students from that source

At Exeter, we have a long standing problem over delays in receiving
payment
from embassies (foreign governments in effect) who sponsor students.
Without
naming specific countries, a number of middle-eastern ones are notorious
in
delaying payment for up to a year. In effect we are giving their
students a
'free' year. The fees involved run into tens of thousands a year.
Do other institutions have this problem please. Brief details would be
