Institutions with similar problems to this might wish to consider
making their Fire Alarms into two-stage alarms.
The first stage (typically intermittent ringing) is what is triggered
by a broken glass or smoke detector, and is treated as an ALERT which
does not require evacuation. It ensures everyone is awake and on the
look-out.
The second stage (continuous ringing) requires administrative action to
initiate, and is an evacuation signal.
Thus misbehaving students can never cause an immediate evacuation.
