Our regulations make provision for access to submitted PhD theses to be
restricted for up to three years (if for example the material used is
classified, or if there is a patent pending). This requires consent from
both the supervisor(s) and the candidate, and sometimes from the sponsor,
and formal approval from the Board of Studies (or Senate if the period of
restriction exceeds three years). If you have a similar provision in your
institution, it would be extremely helpful if you would you advise me of how
you deal with a situation in which only one of the interested parties wishes
such a restriction on access to be put in place.
