See pages 312-314 and 328-9 of the Macpherson Report for the
definition, and the background to it:
'A racist incident is any incident which is perceived to be racist by
the victim or any other person.'
Note the explanation of why 'racist' not 'racial' is used.
I am still waitng for any feedback regarding my queries on the
MacPherson definition of institutional racism, sent out last week. Any
offers?
