I had the same concern living in (usually very cold) winter Montreal Québec.
In 1996 on behalf of the disabled women's group in Montreal, I rose the
question in a letter to the president of the Office of the disabled people
here. For some reason, a few years later they started celebrating the
disabled person both in December and June, I don't take credit for this,
since I believe it's a waste of money and most people celebrating are those
working for offices for persons with disabilities. It amazes me that
there's no money for services yet to committees celebrating days like
December 3rd always find money to do so.
