The answer cannot really be yes or no. It has to be both yes and no. Integration implies fewer social policies as there is less divergence between countries, but the processes of its development are inevitably more complex as there are more parties to it and fewer does not necessarily imply less, as opportunities for new forms of regulation open up.

I am racking my brains to think of a 'natural' environment anywhere in the territories of the EU. I can't think of one. Would these be courses that develeoped 'as if' policies?
