I cannot say for sure whether it was a common practice to use outside
reformers, but I have studied one case nearly identical (and nearly
contemporary) to the one you mentioned.
The Barcelona monastery of Poor Clares (Santa Maria de Pedralbes) was
reformed by outsiders on the specific orders of Pope Sixtus IV in 1475.
Several papal letters concerning this have been edited in Bullarium
Franciscanum, tom. III (numbers 766 & 767 at least). I do not have the
relevant documents in hand, so I cannot remember whether the reformers were
secular prelates or from other orders. In any case, they were not Franciscans.
