What happened to SCAD is this:
Updating of the SCAD database ceased on 1 March 2001, when responsibility
for the different components of SCADPlus was divided.
The SCADPlus service, offering EU policy summaries & factsheets, is now
updated by the Press and Communication Service, and is available at:
http://europa.eu.int/scadplus/scad_en.htm
The SCAD database itself consisted of three sectors, which were considered
largely redundant, since their contents were effectively covered by
alternative sources. Users were therefore invited to use those sources
instead:
SCAD Sector A (Legislation) : EUR-Lex and Celex
SCAD Sector B (Official Publications) : EUR-OP Online Search (Catdiff)
SCAD Sector C (Periodicals) : ECLAS
The Commission's Central Library took over responsibility for indexing the
articles from periodicals included in SCAD, and expanded the coverage of
ECLAS accordingly. To start with, all new articles were indexed in ECLAS,
but the existing SCAD Sector C was maintained as a separate database
containing the older articles (up to December 2000).
It appears that the integration of SCAD Sector C within ECLAS has now been
achieved, and therefore the SCAD database no longer has any separate
identity. The link from the Central Library website to SCAD Sector C is
redundant, and that must be why it no longer works. It will probably be
removed very soon.
From the Central Library website, if you click on 'Articles from periodicals
- Eclas', you get access to all periodical articles included in Eclas,
including, I presume, those from the former SCAD Sector C.
No doubt someone from the Central Library will correct me if I've
misinterpreted what has happened.

Does anyone know what has happened to the SCAD database? It
was due to migrate on 1 October from its old site at:
http://europa.eu.int/scad/ to the website of the European Commission
Central Library:
http://europa.eu.int/comm/libraries/bibliotheques_en.htm
It has certainly gone from the old site, but there is no mention of
SCAD on the library site. There is a link to SCAD part C (the
periodicals but this doesn't work.
With the demise of EUInfoBase SCAD was a passable substitute,
although searching wasn't as good; now even SCAD seems to have
disappeared.
