I think character encoding scheme of the UI text is not a major
issue for users if they can smoothly switch language of the UI.
Users who are using older browsers would prefer conventional
character encodings, e.g. ISO-8859-1, Big5, JIS-EUC, etc.
On the other hand, I was thinking that you, as a system designer,
would need to be careful about the character encoding scheme from
the viewpoint of system maintenance.

The words in the menu should be in multiple languages as your UI does.
I mean the label attached to the menu ("language preference") should
be in English regardless of UI languages.
I think a user who need to switch to his favorite language from
a current language can not understand (or doesn't prefer) the
current language.
