Where there are _multiple_ references to the same language in one file, as
in Chris' example, would it be appropriate to define an explicit resource
for the language within that file and reference it using a relative URI?

e.g. something like

<rdf:RDF xmlns:rdf="http://www.w3.org/1999/02/22-rdf-syntax-ns#"
         xmlns:dc="http://purl.org/dc/elements/1.1/"
         xmlns:rdfs="http://www.w3.org/2000/01/rdf-schema#"
         xmlns:dcq="http://purl.org/dc/terms/"
>

<rdf:Description rdf:about="http://my.org/resource/">

<dc:subject rdf:parseType="Resource">
<rdf:value>information architecture</rdf:value>
<dc:language rdf:resource="#en-GB"/>
</dc:subject>

<dc:subject rdf:parseType="Resource">
<rdf:value>another subject term</rdf:value>
<dc:language rdf:resource="#en-GB"/>
</dc:subject>

</rdf:Description>

<dcq:RFC1766 rdf:ID="en-GB">
<rdf:value>en-GB</rdf:value>
<rdfs:label>English (United Kingdom)</rdfs:label>
<rdfs:isDefinedBy rdf:resource="http://www.ietf.org/rfc/rfc1766.txt"/>
</dcq:RFC1766>

</rdf:RDF>
