I had taken your request for further reference to relate to "forget not order and the real", which I am not able to trace to RK. I know that in other works, Wells is prone to dropping odd lines oin this way, which can be frustrating when they are striking or intriguing.
In less illustrious company, I would suggest that this is simply the motto of a waiter at a fish restaurant, but the flippancy does ask whether Wells was misquoting, or there is a typographical error in your copy. I think I have an earlier edition somewhere....
