Managing public library services for social inclusion

A fundamental part of central government's current strategy for improving
the quality of life in the UK is tackling social exclusion. For public
libraries this is included as one of the key areas of assessment in the
Annual Library Plans.
There is a widely-held view that public libraries have a long history of
provision for "disadvantaged" or "socially excluded" individuals and groups,
yet recent research by Kevin Harris1, Patrick Roach and Marlene Morrison2,
and the "Public Library Policy and Social Exclusion"3 team has highlighted
just how marginal and superficial this provision really is, and these
findings have been supported by the DCMS criticisms of responses to the 2000
Annual Library Plans and the recent report of the House of Commons Culture,
Media and Sport Committee Report4.

case-studies, and individual work in examining the role that public
libraries could and should be playing in creating an inclusive society, and
will focus on managing services successfully to tackle social exclusion

Workshop leader:
John Vincent is the Networker for the Social Exclusion Action Planning
Network and an independent trainer, consultant and researcher. He is a
member of the "Public Library Policy and Social Exclusion" research team,
and has over 30 years' experience working in the public sector.
