Yes, this is (currently) the only way to make absolutely sure that
the information about language is retained by all RDF
applications. However, it should be noted that the
usage of xml:lang is currently under discussion in the
RDF Core working group (http://www.w3.org/2000/03/rdf-tracking/).
It could become necessary to revise this issue.
