The seminar aims to contextualise and conceptualise what has really
happened as a range of organisations and institutions have attempted
to introduce clustering policies and activities. To achieve this, the
seminar seeks to address three main questions raised by the current
situation:-
Are there differences of scale in clusters - are national, regional
and local clusters materially different in their key drivers,
appearance and dynamics?
How do these differences affect the opportunities that policy makers
have to influence/ support the clusters to improve territorial
economic performance?
What will be learned from clusters that will be applicable to future
phases of industrial policy?
The afternoon will consist of three sessions, covering cluster policy
and approaches at the national, the regional and the sub-regional
scales respectively. Each session will include a critical examination
of the progress made so far at operationalising clusters at that
particular scale, alongside more theoretical analyses linking back to
what has been learned from the first of the seminars.
