Whether this is viewed as a 'slight change' or not probably depends on the
person's general perception about RDF. And the situation is worse with
qualified DC where, I would argue, the RDF/XML encoding forces a somewhat
non-intuitive encoding of schemes (and possibly element refinements).
Remember, my document is aimed at those people who, for whatever reason,
have looked at RDF/XML and decided *not* to use it - they have explicitly
chosen to use XML instead. To provide guidelines for those people that
simply say 'use RDF anyway' rather misses the point! People who want to
use RDF/XML can follow the 2 DCMI recommendations that are currently being
drafted.
I'm happy for DCMI to recommend that people use RDF/XML. What I'm
concerned about is that, if people choose to ignore this recommendation
(and I remain convinced that some people will), we don't leave them out in
the cold with no guidance at all.

Apologies. I wasn't very clear. I don't want to use the <meta> element.
I was simply trying to argue that the 'scheme' attribute of the <meta>
element is the intuitive way of handling schemes - this is what people
will expect to be able to do. To force them to do something else will be
non-intuitive for them.
