Please excuse the cross-posting. On May 21-22, the Usage
Board (UB) met at OCLC in Dublin, Ohio to formalize its
decision-making processes and to take action on several existing
proposals. A full report of that meeting is forthcoming. The UB
took action on the proposal of the DC Education Working Group.[1]
The following three DCMI recommendations are the outcome of
UB decisions:

DCMI Element Recommendation
Recommendation Status: Domain-Specific
Name: audience
Label: Audience
Definition: A class of entity for whom the resource is intended
or useful.
Comment: A class of entity may be determined by the
creator or the publisher or by a third party.
DCMI Audience Element Qualifier Recommendation
Recommendation Status: Domain-Specific
Name: mediator
Label: Mediator
Definition: A class of entity that mediates access to the resource
and for whom the resource is intended or useful.
Comment: The audience for a resource in the education/training
domain are of two basic classes: (1) an ultimate beneficiary of
the resource (usually a student or trainee), and (2) frequently,
an entity that mediates access to the resource (usually a teacher
or trainer). The mediator element refinement represents the
second of these two classes.
DCMI Relation Element Qualifier Recommendation
Recommendation Status: Domain-Specific
Name: conformsTo
Label: ConformsTo
Definition: A reference to an established standard to which the
resource conforms.

While the "Recommendation Status" for all three recommendations
is "Domain-Specific", the recommendation does not preclude use
of these recommendations in any domain.
The UB discussed the namespace issues these recommendations
raise; however, the UB recognized that namespace issues are not
within its purview. The DC-Architecture Working Group is actively
engaged at this time in the resolution of the namespace issues.
