I was under the general impression that Roman building material was re-used
in later buildings in the state they were found perhaps a bit cleaned up or
reshaped but not ground up.

Having now been able to read the original message...it has been
suggested that Roman building materials were deliberately ground up and
incorporated in Saxon churches as a symbol of continuance with the Power
of Rome. Try recent issues of Church Archaeology, or prhaps Im
remembering a paper at an annual conference of theirs.
