The Committee of Regions produced a useful summary of
regional government in "A Europe of towns and cities: a
practical guide to town-twinning" (1997) ISBN 9282782727
which should be in your local EDC.
I'd suggest you look at the Committee's website but I
couldn't even load up the homepage without installing Flash
Plugin - obviously they haven't heard of public relations!
