Position Title: Operations Officer
Classification: Official, P2/3* (UN Salary Scale for Professionals)
Type of appointment: Fixed-term, one year, with possibility of extension**
Under the direct supervision of the Programme Manager and the overall
guidance of the Chief of Mission, the incumbent will be responsible for
carrying out duties related to the Organization's resettlement activities in
Moscow, in particular, he/she will:
1. Direct and oversee departure staff working with IOM Moscow's U.S. Refugee
Programme (USRP), managing and supervising all functions involved with
movement, and providing necessary training, oversight and support to ensure
consistently high-quality work.
2. Provide support to the Systems Manager and Information Technology (IT)
staff in their design and implementation of departures system for use in IOM
3. Help coordinate USRP processing and departure activities outside of
Moscow, including field operations and the activities of other Former Soviet
Union (FSU) missions.
4. Identify and implement measures to maintain a high level of integrity in
5. Negotiate with transport providers to ensure low-cost, effective and
convenient transport for migrants.
6. Develop and maintain positive working relationships with U.S. Embassy
representatives, UNHCR offices and local authorities across the FSU, as well
as with the Bureau of Population, Refugee and Migration, United States
Department of State, Washington D.C. (PRM), IOM New York and the US
Immigration and Naturalization Service (INS) Moscow, on issues related to
refugee processing, movements, and resettlement.
7. Prepare reports, briefings, background information, narratives and
statistical reporting as required.
8. Perform such other duties as assigned by the Programme Manager and Chief
Education, experience and competencies:
University degree in Business Administration or Social Sciences or a
combination of equivalent training and practical experience. A minimum of
three years experience in air movement operations and migrant processing
with particular emphasis on operational processing of the USRP programme.
Experience in working with transport providers, governmental and diplomatic
authorities as well as with international organizations. A strong IT
background and/or familiarity with the US Automated Refugee Tracking System
(ARTS), IOM Database Manager (IDM), IOM Migrant Management and Operational
Services Application (MIMOSA) and the US World-Wide Refugee Admission's
Processing (WRAPS) system platforms is an advantage.
Good communication and negotiation skills. Ability to draft clearly and
