Electronic  Herald, issued by the CENTER FOR EDUCATIONAL POLICY,
LVIV, UKRAINE (CEP) in two languages, Ukrainian and English,
informs about the state of educational system of Ukraine, aiming
to initiate and maintain domestic and international communication,
cooperation, and mutual understanding of professionals working in
the sphere of education all over the world, as well as those who
are interested in education related problems.

     The Center for Educational Policy in Lviv is founded to
     maintain the implementation of Lviv educational policy with
     intellectual and analytical background.

     The goal of CEP activity is to improve policy of decision-
     making by research and policy analysis.

     The Centre emerged in response to a serious need of reforming
     the educational system, that still remains soviet-style system.
     In May 2001, trying to find the way out of a long-term crisis
     in Ukrainian educational system, our team initiated educational
     reforms on local level. The world is interdependent nowadays,
     and by issuing the Herald's English version we want to share our
     problems and accomplishments with other countries, hoping that
     people may find it interesting and useful, and also, seeking
     the policy solutions and new ideas.

     with the representatives of Educators Strike Committee in Lviv.

     took place in Lviv

  o  CANADIAN-UKRAINIAN FOUNDATION EXPERTS will evaluate perspectives
     of the ICT implementation into the school curricula development

*** LAST WEEK IN LVIV

THE PRIME-MINISTER OF UKRAINE HAD A MEETING WITH THE EDUCATORS OF LVIV

During his last  visit to Lviv, the Prime-Minister Victor Yushchenko
had a meeting with local educators, where he discussed educational
system problems of Ukraine.

The opposition between the government and the Educators Strike
Committees recently reached its climax because of a 3-year liability
on wage payment  according to the Article 57 of the Education Act
of Ukraine. The sum of this debt is equal to the annual gross
revenue of Ukraine: 6 billions HRN (everage month sallary of Ukrainian
teacher is 23 USD). This meeting was a critical step towards this
problem solving.

Victor Yushchenko stated that in 2001 the government will increase
the educators' wages up to 50%. He also suggested to create
Revision Committee to track the budget expenses on education. In
addition to that, a special commission of central and regional
strike committees representatives and  Ukrainian Government, aiming
to find ways to solve the educational system problems, called the
Educatiors Commission, will be created.


*** NEXT WEEK IN CEP

March 31, 2001. Public hearing "Social Protection of Educators" took
place in Lviv City Council. The goal of this public hearing was
to discuss the problem of school teacher's status between city
community and government authorities.

More than hundred representatives of educational community of Lviv
participated in this event.

The majority of speeches presented an estimation of  a current state
of things with social protection of educators and ways to improve
it. It is worth to say, that the attention was also focused on
certain problematic aspects of school operating, such as "new fictions
of current state of things in Ukraine" hand books and teaching
materials.

One of the innovations of this forum was  participation of school
children, - for they not only listened to the discussion, but also
expressed their view-point regarding the educators' strike.

Previous public hearing, dedicated to educational problems in the
city of Lviv and ways to solve them, showed how important it is to
focus the government authorities' interest on the problem of social
status of an educator.  Thus, according to Maria Zubrytska,
the Vise-Rector of the Lviv National University, "...school
teachers in Ukraine are the most deprived part of population".

Center for Educational Policy in Lviv collects materials on
methodology and procedures of public hearing on various topics
held in Ukraine and abroad. Analysis of these materials will serve
a base for methodological guidebook on planning, preparation and
conducting the public hearing and further implementation
of their results for Ukrainian NGO's and governmental bodies.

We plan to create a specialized web-site, where visitors could
find an archive of original and translated documents on this topic.

*** NEXT WEEK IN THE CEP

CANADIAN-UKRAINIAN FOUNDATION EXPERTS will evaluate perspectives
of the ICT  implementation  into the school curricula development.
This research will be conducted  by Dr. Steve Kashuba, Canada, in
several directions :

- methodology of teaching courses basing on informational technologies
- creating and development of curricula
- upgrading of computers in Lviv
- providing with a software

Special stress will be made on retraining of local schools
administrators and teachers.


IN THE FRAME OF LARGIS PROJECT, that has been functioning in Lviv
starting from the last year, the research on the school reporting
system modernization has started.

Old-fashioned system of school statistics does not provide Education
Top Managers with an adequate and useful information. The research
will analyze an existing system of school internal reporting. Basing
on these results, the mathematic models of optimization of this
system will be worked out. An appropriate analytic  program software
will be created.

Two international experts, Jan Hershynsky (Poland) and
Antony Levitas (USA), who worked on a similar project in
the Ministry of National Education of Poland, are involved into
the project implementation.
