Not that simple - private study leave is generally only available
immediately prior to a recognised postgraduate exam. Study leave in general
is discretionary i.e. trainees are not simply meant to use it to the maximum
just because it's there. So if a junior doesn't have an exam pending, then
he isn't entitled to private study leave.
